Yes. That's the very point. To promote teamwork and if they are too hard for you, move into lower sec and a quieter system You can make more money too while at it.

Still you can't remove the counter-flagging. Because thievery is aok and he might just be the fast scout/fighter protecting their loot. And the Iteron could be on its way to retrieve the stuff obtained with hard work. 
There's nothing intrisincly wrong in thievery. It's how life goes. You leave your Ferrari unlocked and the keys to the ignition lock, don't come whining if anyone steals it. In fact the insurance companies at least will laugh at you in that case, at least the ones around here. 
The basic arguments against thievery seem to go usually a bit like this: "Hey don't steal, it's wrong" "Uhh.. ? " "Yeah it's BAAAAAD! Wrong against others" "How come?" "Well it just is!" (or some other philosophical crap that tries to draw on some silly feelings or something. I haven't seen so far one solid argumentation on my whole life) "*baffled look after getting no solid explanation WHY it is wrong*"
Edit2: Oh wait. There was ONE. The apocalypse mining veldspar. It said "stop or pod". I found it quite effective for a moment.

Yes. That's why there are those in-game mechanics like Concord and the can flagging. 
Edit: The analogues with "raping" and "murder" (most commonly used) are not quite fitting btw. IRL it's irreversible act. Ingame especially the newbies lose practically nothing concretic. If you blow up their Bantam it takes some 30-60 minutes for them to earn back. (That is if they are not very good.)

It's actually quite effective already looking at the width and duration of it. It allow the whole corporation of the victim to fire on the thief. Also the timer resets back to 15 minutes if the thief has to fight. 15 minutes is also long enough time to go through some safe spots looking for the thief. It's pretty nice in overall.

That's good. They tend to raise feelings on people and overrule all rationality. What you ask is a good question. In many times it leads to what life is like.
Another thing what I don't really get is that false delusion that why people should be equal and why the good should have to win anyways? It's another silly little thing that is completely baseless. In real life many times something does hit the fan and you lose. It's nice to have a game where sometimes the good wins and sometimes the bad wins.
Good wins if you use teamwork and/or stop acting retarded while mining. Bad wins in the opposite circumstances. That's nice. Just like life.
It would be a horrible loss if you couldn't do all those things anymore and they were just snapped away. It would remove so many elements which can be both good and bad.
